Tijuana sits at the busiest land border crossing in the world and almost every booking here involves the border in some way.
The work is predominantly medical and industrial. Tijuana's hospital and clinic corridor draws patients and accompanying family from across the United States, and its maquiladora belt brings in manufacturing executives and auditors on fixed schedules. Both groups want the ground leg handled and the border timing planned rather than guessed.
Tijuana International (TIJ) sits directly on the border and serves the city and much of southern California's cross-border traffic.
Cross Border Xpress (CBX) is the enclosed pedestrian bridge connecting the TIJ terminal directly to San Diego on foot. The drive from Tijuana airport to Zona Río typically takes about fifteen minutes. Tijuana to Ensenada typically takes about ninety minutes along the coastal toll road.
Zona Río, the centro, Playas de Tijuana, Otay and the eastern industrial belt, the hospital and clinic corridor, and the coastal route south through Rosarito to Ensenada and the Valle de Guadalupe.
Border timing is the dominant variable and it is not forecastable with any precision. Northbound waits range from minutes to several hours depending on the crossing, the lane and the hour. Any movement that ends at a crossing is planned to the worst case.
Our vehicles do not cross the border. A cross-border itinerary is arranged as two coordinated bookings with a handover at the crossing, so the client walks or is processed across and a vehicle is waiting on the other side. Cross Border Xpress makes this straightforward for anyone flying into TIJ.
The coastal road south to Ensenada is a toll road and is the sensible route. The free road is slower and less predictable.
Demand here follows the working week rather than a tourist season, with the medical and industrial calendars driving it. Weekend border traffic northbound is substantially heavier than weekday, which affects the planning rather than the availability. The Valle de Guadalupe harvest season draws additional leisure movement in late summer and autumn.
Private security in Mexico is regulated federally through the Secretaría de Seguridad y Protección Ciudadana, with state requirements in Baja California, and interstate operation requires federal registration.
Ask any provider offering a cross-border service exactly how the handover works and who operates the vehicle on each side, because a carrier's authority does not extend across the border in either direction. Any operator claiming a single vehicle drives you through is describing something other than a licensed commercial service.
The Mexican commercial scale begins at Nivel III, covering handgun threats including .44 Magnum, roughly equivalent to B4 under EN 1063. Armored Collective operates B4 and B5 and supplies the certificate for the assigned unit.

Armor level is not a status ladder. Every level up adds weight, slows the vehicle, and wears the brakes and suspension faster. The correct answer is the lowest level that covers the threat you actually face.
Ballistic components in Armored Collective vehicles are rated to EN 1063 for transparent armor and to VPAM APR for opaque armor. EN 1063 is a component standard, not a vehicle standard: it classifies glazing, not finished cars. The only standard that certifies a complete assembled vehicle, including joints, overlaps and glazing interfaces, is VPAM BRV. Ask any provider which standard and which edition was used, which components were tested, and whether the certificate covers the specific unit or the fleet in general. .44 Remington Magnum and lower handgun threats. The common civilian choice where carjacking or an opportunistic approach is the primary concern, and equivalent to what the Mexican market calls Nivel III, which accounts for the large majority of armored vehicles in the country.
5.56 x 45mm NATO. Intermediate rifle threats. Note that EN 1063 does not include 7.62 x 39mm in its test series. If AK-pattern rifles are in your threat profile, ask for a VPAM VR6 certificate rather than a B5 rating.
We do not operate B6 or B7. B6 is tested against 7.62 x 51mm NATO and carries a real penalty in weight, acceleration and braking. If your risk assessment calls for that level, tell us and we will say so rather than sell you something that does not meet it.
